URGENT: PA and PHL Code Change

Pennsylvania has adopted the 2021 International Energy Conservation Code (IECC) in place of the PA-amended version of the 2018 IECC. The grace period enables developers to comply with the PA-amended version of the 2018 IECC until July 1, 2026. The grace period applies to projects with design or construction contracts signed prior to January 1, 2026, and permits applied for by July 1, 2026. If your project is contracted after January 1, 2026, or permitted after July 1, 2026, the 2021 IECC will be required.

Notable impacts with the adoption of the 2021 IECC include:

Residential
  • 2018 Insulation Table RetainedPennsylvania did not adopt the updated 2021 IECC insulation table. As a result, projects will continue to use the 2018 insulation requirements for code compliance.
  • No Additional Efficiency Package RequirementThe state did not adopt the 2021 IECC's "additional efficiency" package options, preserving greater flexibility for builders.
  • Alternative Pathways Offer More Flexible Envelope Leakage TargetsUnder certain alternative compliance pathways, the allowable building envelope leakage is less stringent than under the standard prescriptive pathway, providing additional design flexibility.

Pennsylvania adopted the 2021 IECC commercial provisions with targeted modifications, including:

  • ERVs are RequiredUnder the prescriptive path (i.e. COMcheck) energy recovery ventilators are required for all dwelling units. Energy modeling offers more flexibility and enables avoiding ERV (Energy Recovery Ventilator) installation.
  • Commissioning Requirements are ExpandedCommissioning requirements are more defined and stringent, making it more enforceable.
  • All Code Pathways have Increased Energy EfficiencyUnder the prescriptive path, specifically building envelope and lighting components have become more efficient.

2021 Philadelphia
Energy Code Update

The 2021 Philadelphia Energy Code has many new requirements. The Philadelphia Department of Licenses and Inspections (L&I) is enforcing these requirements with forms/checklists that must be completed and submitted to L&I during permitting and construction.

All forms/checklists are available at the L&I website.
